I got file:// URIs working for new tabs again by doing some autoconfig work to recreate the browser.newtab.url preference. The process is relatively simple. 1. Inside \defaults\pref\ create a file called autoconfig.js and include the below code. Make sure to save it with Linux (LF) line endings and in UTF-8 encoding.
